Administrative
Reforms & Inspections.
The
Department of Administrative Reforms Inspections and trainings
has mandate to conduct Administrative inspections of all the
departments of the State Government and also to finalize /
update the Recruitment Rules of all the Government
Department’s (Gazetted/ Non-Gazetted) Services. For the
Administrative Inspection the department has devised a
performa to conduct Administrative Inspection of various
departments. The Government has constituted a standing committee
headed by the Commissioner/Secretary to Government ARI &
Trainings Department to vet the proposal and to amend service
Recruitment Rules (Gazetted/Non-Gazetted) of various services
in the J&K State. In this regard the department has issued Model
Recruitment Rules ( Gazetted/Non-Gazetted) in the year 2005.
Circular instructions are also issued from time to time to
various departments to update/frame/amend the rules of various
services.
Training:
The department monitors the timely conduct of
entrance examinations/ counseling conducted by BOPEE for various
professional courses viz MBBS/BDS,B.E, B.ed, BUMS, BAMS etc. The
department also sanctions the migration cases of under graduate
medical courses within the state. Central pool quota posts in
Medical Colleges and Agriculture Colleges are also monitored by
the department.
The department issues no objection certificate to state
Government Employees who have obtained loan during professional
studies at the time of their superannuation/ retirement after
proper liquidation. This duty is performed under the supervision
of Director Finance.
The Department controls the Stationery and Printing
requirements of the Government Departments/ PSU/Local bodies
etc. For this purpose the department has two government Printing
Presses one each at Jammu & Srinagar and Office of Directorate
of Stationery & Office Supplies, J&K under its Administrative
Control. The Department has constituted central Purchase
committee/Survey Committees to monitor the purchase of printing
machinery/equipments/paper in the presses and their proper
survey. The Materials are purchased through e-tendering. The
rate contracts for items like Photocopiers, Copy Printers, Fax
Machines, Tonners/Cartridge for Computer Printers etc are also
fixed. The department through DS& OS appoints Govt. Auctioneer.
The Government Presses (Jammu/Srinagar) cater to the printing
requirements of all the Government Departments viz ( printing of
forms, Books, Bills, Law Books, Government Gazette, SRO’s Annual
Budget, Legislative Assembly proceedings, Governor’s Address,
Budget Speeches, Election Material, Printing material of
Judiciary Service Books etc.
