Recruitment Rules

  

With a view to bring homogeneity and uniformity in the service conditions and method of recruitment in various organized services (both Gazetted and Non Gazetted) of all departments and to ensure speedy finalization/clearance of Recruitment Rules a fresh Standing Committee was constituted by the General Administration Department vide Government Order No. 1223-JK(GAD) of 2021 dated 17/11/2021, to finalize the Service Recruitment Rules headed by the Financial Commissioner (Additional Chief Secretary), Finance Department, the overall composition of the Standing Committee are as under:-

03 Administrative Secretary, Concerned Department Member
04 Administrative Secretary, ARI & Trainings Department Member Secretary
05 Administrative Secretary, Department of Law, Justice & PA Member

 

The Committee shall inter-alia recommend changes, if any required in the present process of finalizing Recruitment Rules.

 

The Department coordinates and finalizes Recruitment Rules of all Government Departmental Services (Gazetted/Non-Gazetted). The  ARI & Training Department facilitates other departments in framing recruitment rules for various State Services. For vetting of these Recruitment Rules, the aforementioned Standing Committee headed by the Additional Chief Secretary, Finance Department was constituted by GAD.

 

 The ARI & Trainings Department has issued the instructions vide  Circular vide No. 03-JK(ARI & Trainings) of 2020 dated 24.12.2020 for up-dation of Recruitment Rules of all the Departments.

 

For amendment/modification of the existing Recruitment Rules, the Intending Department make sure that the following documents complete in all respects be forwarded to ARI & Trainings Department for placing the same before the aforesaid Standing Committee:-

 

1. Draft Notification along-with Schedule - I & II.

2. Existing Recruitment Rules with Schedule - I & II.

3. Self Contained Note.

4. Creation Orders, if any.

5. Comparative Statement.

 

The Department has framed Modal Recruitment Rules for Gazetted/Non-Gazetted Service for easiness of other departments to frame their Recruitment Rules.
